David A Martinez Jr | Published on 2/17/2026

Frances Rodriguez currently serves as the Purchasing Director for the City of Gallup, where she has dedicated 28 years to public service. Born and raised in Gallup, NM, she graduated from Gallup High School before earning her Associate Degree in Accounting and later her Bachelor's Degree in Business Administration with a concentration in Accounting from the University of New Mexico.

Frances received her Certified Public Procurement Buyer (CPPB) designation from NIGP in 2011 and is currently pursuing her NIGP-CPP certification. In addition to being a proud member since 2007, she also serves as Treasurer for the New Mexico Public Procurement Association. Frances is passionate about promoting the value of procurement and encouraging future public procurement professionals.

Outside of her professional career, she is most proud of her grown children: her son, a High School special education teacher and basketball coach and her daughter, a local Head Start family advocate/social worker who are both dedicated to serving their communities. Above all, she really loves and treasures being actively involved in the lives of her three grandkids, who are her greatest joy of all.💙💙🩷
